Phase 1
In Spring 2002, following an extensive open submission, work submitted by over 220 artists, curators, arts organisations and community organisations, was assessed by an Artistic Steering Committee/Selection Panel.
With regard to the wide variety of expectations, local, national and international, selections were made in line with the four commissioning strands detailed in the original brief. (downloadable pdf)
The Four Commissioning Strands
Arts projects which specifically engage the local community
Working with the built fabric
Once-off innovative art projects and events
Arts education, awareness and training initiatives
33 artists were short-listed and were paid a fee and expenses to propose art projects and/or art works. 23 of these artists were subsequently awarded commissions. These artists costed their own projects and budgets were negotiated accordingly. Schedules for work were also individually negotiated in each instance.

Project in Then publication, Jan 2008
Essays by Jaki Irvine, Caoimhin Mac Giolla Léith, and Andrew Wilson
Artist Adam Chodzko is recognised internationally for his multi-media works which make leaps of imagination to consider new ways in which we, as individuals and groups, might interact.
Then; the four new works commissioned for Dublin by Breaking Ground, fantasise future changes to our sense of place, community and
time.
The paranormal properties of a boundary wall, an old pair of shoes, an invitation to a meeting and a re-named road; all become thresholds to
catalyse wonder.
Weaving themselves across Dublin these works dislocate elements from their normal positions in order to shift our perception of where we think we belong in the world.
